The challenges that await us in this vital organization are extraordinary. But the main problem was economic, must be resolved quickly, as many mayors expressed that they did not pay the fee of the organization, because Ponce he owed. | Now that Ponce Mayor of Yauco succeeded in the presidency, it should be obvious that all mayors immediately pay what they owe, to solve the economic mess they have caused with their position. Resolved | | economic crisis in the coming days, for it ran out of excuses, then it should be mentioned immediately at the first meeting of the Board of Directors to the Mayor setting out its work plan, for which I venture to advance these ideas. 1. The Board should define and disclose what is a regional issue, therefore relevant to DISUR, and why is it only local. | | One issue is substantial regional impacts if two or more municipalities. For example, the struggle for the funnel that leads to the unfair toll Juana Diaz, is not merely an issue that is responsible to the Hon Ramón Hernández Torres and Juanadinos is an issue that impacts directly and substantially to Ponce and Villalba. Therefore, you must be on the agenda of DISUR. | What is local or regional level has never been clear in DISUR and has lost a lot of time discussing some issues that only matter to a municipality. In addition to this argument, what concerns the private sector, community, cooperative and academic, has two dimensions. The first is that DISUR inputs for these sectors should benefit equally. For example, there is no preferred universities or companies, as unfortunately they have existed. The second dimension is that the action of DISUR to a particular governmental entity corresponds to a service that is provided to all partners. For example, if DISUR will prepare proposals for community development as a service to all members, since there is no impediment to the only help, for example, Playita Cortada, to improve its center pre-school. 2. In the light of a strategic plan that remains on the table for approval, the Board must define then the regional strategic projects that will push in two years. In addition, should clarify the significant and high quality services to be offered to members of all sectors to raise awareness and increase membership of the organization.
3. The third major issue to be addressed and defined is whether Mayors, red and blue, which belong to DISUR and supported his election as Mayor of Ponce, are willing to unite behind it, out of flags and colors to support all regional projects DISUR.  is imperative that this union survive beyond a simple choice. This union should be perpetual as a southern movement to compel the North to meet the commitments that have regional impact, such as the Puerto de las Américas Rafael Cordero Santiago.  If the union and vote for the Mayor of Ponce for the presidency, was to pay the fee, then it was worth it.

When the parties can not agree to a transaction in a judicial proceeding, a trial is necessary. The trial is the act in which the complaining party must present all relevant evidence and arguments necessary to establish its claim.
If deemed necessary, the respondent party will also present its evidence to establish that the claim is inmeritoria or there is any justification because it decreases or excuse. | In Puerto Rico trial procedures are regulated by the Constitution of the Commonwealth, by the Rules of Evidence in 2010, and other special laws and jurisprudence of the Supreme Court. The process of submission of proof is regulated by the Law of Evidence. The rules of evidence establishes the rules for submission, rejection, acceptance, evaluation and sufficiency of the evidence presented by the parties in a judicial proceeding in order to discover the truth and fair awards, fast and economic.

The text explains and analyzes the new Rules of Evidence which came into force in January 2010.
| is now available for sale the third edition of Syllabus Puerto | Probation Law (2010) presented the contemporary information and literature on the new Rules of Evidence which came into effect on January of this year. This was announced Atty. Emmanuelli Rolando Jimenez, author of the publication that discusses in detail the Rules of Evidence, 2010, which determine what happens during the trial in court in Puerto Rico. | The first edition of Syllabus was published in 1994 and was awarded Legal Work of the Year 1995 by the Bar Association of Puerto Rico. The second edition was published in 2005 and included amendments to the Rules of Evidence made until 2004.
The Syllabus Probation Law Puerto is used as a textbook in law schools and universities that offer pre-legal and forensic science in Puerto Rico. Has been listed as well as an authority on numerous occasions in the Judgments and Opinions of the Courts of First Instance, the Court of Appeals and the Supreme Court of Puerto Rico.
 The third edition has 650 pages and contains all the information needed to understand the Law of Evidence in Puerto Rico, particularly the popup with the new Rules of Evidence, 2010.
The book begins with an introduction to the process of drafting and adoption of new Rules of 2010, continuing a definition of the concepts, along with a report on the judicial process forensic practice until the time of trial. continues with a brief history of the law of evidence, and sources and the main reasons of the matters in Puerto Rico. Presents the new rules, following the format of the Report of the Standing Advisory Committee on Rules of Evidence Supreme Court in the origin of each rule, thus establishing the differences with the original 1979. Finally, it addresses the fundamental doctrinal and jurisprudential issues and to promote critical for future improvements.
